Ground Truthing Beyond the Narrative
How Clearwater Global sees what other intelligence misses: examples from inside our methodology
USAID Office of Inspector General (OIG) reports are independent audits: investigators verify what actually happened in the field against what was reported, and the agency formally acknowledges the findings. It is a documented, third-party-verified account of what went wrong in real programs, and why; not a self-assessment. We reviewed more than 100 OIG reports and identified the patterns that recurred most often across them.
That analysis became the ten-rule screen above, and it offers a preview of the methodology behind VERA and VERDICT. Each rule is scored independently GO, WATCH, CAUTION, or STOP rather than averaged into a single number. Across the programs we reviewed, a single serious gap, such as an unverified milestone, an uncapped portfolio, or an opaque subcontracting chain, was on its own sufficient to produce material risk. Conditions also change after initial approval, so the full sheet is reassessed at every funding tranche rather than scored once.
